Heart of the North Snowmobile Council

The Heart of the North Snowmobile Council was established in 2001 to cover the Center of the Lower
Pennisula's North Country snowmobiling area. By-Laws were established in 2002 to formalize the Council.

This Council covers an eight county area in the Michigan Snowmobile Association's Region 2 and has 3
appointed delegates to the MSA that activily hold seats on the Board of Directors of that organization.

A majority of the Clubs and DNR Grant Holding entities in the area belong to the Council as active
participants. (Currently NINE organizations are ACTIVE, with SEVEN holding Trail Grants). Under the
By-Laws of the Michigan Snowmobile Association all clubs and associations with-in the Council District are
members of the Council. Then, each entity is intitled to Actively join the Council, or just be passive in their
area. ALL REPRESENTATION on the MSA Board is through their Council. In non Council areas, representation
may be by an at-large appointed representative. Clubs, but not Councils are entitled to one vote in the
election of officers. All other business of the MSA is conducted through their Council Representatives and
the Executive Committee of the Association. Executive Committee consists of ALL OFFICERS of the
Association, Past President(s) and three duly elected Board Members from each of the Three Regions of the
Association (Officers except the President each hold one of their 3 regional seats). Full Board of Directors
meetings are alternated with meetings of the Executive Board during the year. Executive Committee
members are expected to play an ACTIVE ROLL in the operation of the Association (such as a leadership roll
in one of the many committees it takes to operate).

This Web Site is intended to provide distribution of information on Council Meetings, Links to other
Snowmobile web sites, Links to member club Web sites and To Provide factual information on the Council
and its membership to the community at large.

The November meeting will require election of a NEW President and Treasurer for the Next two
years. Appointments for MSA Delegates and alternates also need to be addressed.

The Council only meets 6 times per year, but you must be a delegate from your organization to hold
an office. You, personally must be a member of the Michigan Snowmobile Assn. to be a delegate or
alternate to the MSA Board of Directors from the Council Area. With in a Council Area, MSA Board
Members MUST be appointed by their Council.There are NO at large delegates from any council
area.
